The 16-19 Bursary Scheme

This is a financial support scheme for eligible students aged 16, 17 and 18 on 1 September 2019. Support will continue for students who turn 19 during their programme of study.

The Government has allocated the College a limited level of funding to distribute to students who face the greatest financial barriers to continuing education.

Monetary Bursaries will be awarded to those who meet the eligibility criteria, to contribute towards the cost of travel, equipment, materials and other course costs.

Students who have been identified as a Priority 1 – that is looked after 16-18 year olds in care, 16-18 year old care leavers, 16-18 year olds in receipt of income support (or new universal credit) and 16-18 year olds who are themselves in receipt of both DLA (or PIP) and ESA – can claim an annual bursary of up to £1200 to help with course costs.

Other students can apply for discretionary assistance, subject to the eligibility criteria set by the College. The amount awarded is dependent on eligibility, course costs and available funding at the time that they apply. It is therefore recommended that applications are submitted as soon as possible.

Care to Learn

Young parents who are under 20 when they start their course can apply for help with childcare costs through the Care to Learn Scheme. For more information contact the Welfare Student Advisor in the Advice Centre or visit the government website for full guidance notes on how to apply online.


Local Authority Post 16 Discretionary Transport Schemes for 16-19 year olds

The Suffolk County Council (SCC) Discretionary Subsidised Transport Scheme is for students who live in Suffolk, more than three miles from the place of study and are attending an approved full time course of further education study (a minimum of 450 hours per year of supervised study – an average of 12 hours per week)

The annual cost of a discretionary pass payable to Suffolk County Council for 2019/20 is £570. This is payable direct to the council in advance either in full or three termly payments of £190.

For Students living in Norfolk, Norfolk County Council (NCC) discretionary transport passes are mainly restricted to those living and attending college in Norfolk.

Students are advised to compare local bus and train operators’ discounted fares with the cost of this scheme.


The Endeavour Card

The Endeavour Card offers a 25% discount on buses full adult fares for young people aged 16-19 in Suffolk.

Free Meals for FE

East Coast College will provide a free meal to eligible students, on the days they attend their college course or placement for three hours or more.

To be eligible for a free meal, students must apply via the College, and

  1. Income Support
  2. Income-based Jobseekers Allowance
  3. Income-related Employment and Support Allowance (ESA)
  4. Support under part VI of the Immigration and Asylum Act 1999
  5. The guarantee element of State Pension Credit
  6. Child Tax Credit (provided the household is not entitled to Working Tax Credit) and have an annual gross income of no more than £16,190, as assessed by Her Majesty’s Revenue and Customs
  7. Working Tax Credit run-on – paid for four weeks after you stop qualifying for Working Tax Credit
  8. During the initial roll out of the benefit, Universal Credit
